States that Iowa’s Medicaid program will approve payments for reasonable and necessary services provided at community health centers subject to specified conditions. These conditions address provider qualifications and the use of a peer review process. Requires community health centers to maintain the confidentiality of medical assistance recipients’ clinical records, but to allow carriers access to these records upon their request. Establishes standards for Medicaid day treatment program services provided to people aged 20 or younger. These standards include maintaining a clinical record for each patient, creation of an individual treatment plan, and coordination with other providers.
