In order to reduce the morbidity and mortality, the Commissioner of the Department of Public Health can require the reporting, authorize surveillance, and establish quarantine or isolation requirements, on a time limited basis for diseases that are newly recognized or recently identified as public health concerns. There is a 12 month time limit on all such activities.
