The DC Health Benefit Exchange Authority is established as an independent authority of the DC Government, and is housed within the DC Department of Health Care Finance. The purpose of the Exchange Authority is to:
- Allow individuals and small employers to easily find affordable health care coverage;
- Facilitate the purchase and sale of qualified health plans;
- Assist small employers in enrolling employees in qualified health plans;
- Reduce the number of uninsured individuals;
- Provide a transparent marketplace for health benefit plans;
- Educate consumers; and
- Assist individuals in accessing tax credits and cost sharing reductions.
