Reproductions of vital records — Disclosure of information for research purposes — Furnishing of birth and death records by local registrars
The state registrar may create and certify reproductions of vital records.
The department of health may establish regulations that permit the disclosure of vital records information for research. The department must review and approve all research proposals to ensure that they have “scientific merit” and “confidentiality safeguards.”
