W. Va. Code § 16-29B-1 - Legislative findings; purpose

Due to the increase in health care costs, lack of care coordination, unequal access to care, and lack of the ability to gather and disseminate data on cost-effective, high-quality care:

• Information on health care costs must be gathered;
• System of cost control must be developed;
• A governmental entity must be given the authority to contain health care costs by gathering and disseminating health care information related to the health care delivery system, implementation of managed care, cost containment, greater access to care, and quality of care.
