“Purpose under the human services law”
The state’s health benefit exchange, Green Mountain Care, is established to facilitate the purchase of affordable, qualified health benefit plans in the individual and group markets to reduce the number of uninsured and underinsurance, reduce disruption when individuals lose employer-based insurance, reduce administrative costs in the insurance market, contain costs, promote health, prevention, and health lifestyles, and improve quality of health care.
