Sexually Transmitted Infections
Permits the sharing of information regarding STI prevention, causes, testing, or treatment among public health agencies or persons providing STI related services. Limits such sharing of information to the minimum necessary to achieve a public heath purpose. Limits public health investigations into reported STIs to the information necessary to confirm the report, provide treatment, identify the source, and establish prevention measures. Requires the Department of Public Health and Environment to destroy personally identifying information regarding viral loads or persons with CD4 if their investigation does not confirm a STI.
Establishes operational standards for HIV testing and counseling programs. Permits local boards of health to provide anonymous HIV testing, but declares confidential counseling and testing as the preferred method of HIV screening. Requires all persons diagnosed with HIV to receive a referral for partner services.
