S.C. Code Ann. § 44-115-80 - Fees physician may charge for search and duplication of records

A physician, or other owner of medical records, may charge a fee for duplication of a medical record of up to $0.65 per page for pages 1-30, and up to $0.50 per page for pages 31 and above. A physician or other owner of medical records may charge a clerical fee for searching for and handling a record of up to $15 per request, plus actual postage and applicable sales tax. A physician may charge a patient or the patient's representative the actual cost of materials, supplies and labor used to reproduce an X-ray, and the actual overhead costs associated with the duplication. 

Any health care provider (health care professional or facility), or other owner of medical records may not charge a fee for providing a patient's medical records when the patient is referred by the physician, health care provider, or an employee, agent, or contractor of the owner of the record to another physician or health care provider for continuation of treatment for a specific condition or conditions.
