The Rhode Island Health Information Organization (RHIO) must implement “recognized national standards for interoperability,” oversee “all administrative, operational, and financial functions” of the HIE (e.g. enforcing privacy and confidentiality policies, and serve as the “steward” of all confidential health care information over which it has administrative responsibility.
