Rhode Island grants the department of health the authority to administer the health information exchange (HIE). Pursuant to this authority, the director of health must establish regulations “regarding the confidentiality of patient information received, accessed, or held by the HIE….” as well as regulations that establish an “HIE advisory commission” that will recommend measures regarding the use and protection of confidential health information.
