Vendors must refund an individual for Medicaid covered services if the individual pays for the service before their eligibility for Medicaid is determined. The Department of Social Services will reimburse the Vendor for the service. Vendors that “willfully refuse” to issue a refund are liable for the § 17b-99 vendor fraud penalties.
