Quality management functions - confidentiality and immunity
Classifies quality management information as confidential and prohibits use of this information in any civil or administrative proceeding. Provides exceptions for use of information in proceedings involving licensing or disciplinary sanctions and certain types of testimony (e.g., a person can testify about their observations or actions even if they participate in a quality management program). Permits health care facilities to otherwise release quality management information so long as such information does not include patient-identifying information. Grants persons that act in good faith in regards to the collection, reporting, or evaluation of quality management immunity from civil liability.
