Quality assurance program
Requires HMOs to establish an internal quality assurance program. Specifies the necessary elements of the program (e.g., a quality assurance plan, a goal statement, a description of quality assurance activities, etc.). Requires HMOs to maintain confidential recordings of formal quality assurance program activities. HMOs must allow the Insurance Commissioner access to minutes of quality assurance proceedings and the clinical records of enrollees. Clarifies that enrollee records are confidential.
