Process
Requires the Department of Health to create a plan for transferring patients between state institutions and specifies the elements that this plan must include (e.g., client screening, transfer of medical records, notice of transfer, etc.). Requires the Director of the Department of Health to approve of the transfer plan before a client may be transferred. Requires the Director to facilitate coordination among state institutions.
