Subject to approval and funding, the director of the department of behavioral healthcare, developmental disabilities and hospitals1 will implement and administer a pilot program that provides substance abusers treatments and referral services as an alternative to emergency room service and that will facilitate “their entry into a continuum of care for treatment and recovery.” After three years, the department must assess and report program outcomes to the Rhode Island general assembly and governor.
