Client, defined as individuals requesting services from the Department of Human Services, including recipients of public assistance, may access, inspect, and obtain a copy of health information in their records.  The Department may deny a request to inspect health information under very limited circumstances, including if disclosure is prohibited by federal law or the information was obtained under confidentiality from another provider.  Individuals may also request restrictions on use or disclosure of health information by the Department.  Individuals also have the right to receive an accounting of disclosures of their protected health information made in the last 6 years from the request.
