The Oregon Health Authority’s Public Health Division may disclose confidential data from the cancer registry system to a researcher if the Division:

  1. Approves a submitted protocol for the proposed research;
  2. Agrees that the data requested is necessary for the study;
  3. Approves the researcher’s submitted protocol and procedures for protecting the confidentiality of patient data and securing storage of the data;
  4. Determines that the researcher has access to sufficient resources to carry out the research;
  5. Requires that the proposed research be reviewed and approved by the Committee for the Protection of Human Research Subjects;
  6. Requires the researcher to implement any necessary safeguards for protecting confidential and privileged data from inadvertent disclosure; and
  7. Determines that a peer review group has judged the proposed research to be scientifically meritorious.

Participation in research is voluntary and patients may choose whether or not they want to be contacted regarding research studies.  Researchers are prohibited from disclosing patient names or other confidential information to other researchers, individuals, or institutions not specifically identified in the approved study protocol.
