This regulation requires that the NY State Department of Social Services, the local social service districts and authorized agencies disseminate a policy and procedures manual to their describing:
- their legally mandated responsibility to safeguard information,
- procedures for informing clients of record collection and utilization,
- policies with respect to safeguarding the confidential information,
- procedures relating to employee access to information, and
- the disciplinary action for violation of confidentiality laws.
