Substance abuse treatment records are confidential and privileged to the patient, as provided for in a provision that is part of a broader patient bill of rights. Substance abuse treatment information may only be disclosed pursuant to a “proper judicial order, whether in connection with pending judicial proceedings or otherwise.”
