“Purpose under the Insurance Department regulations”
The purpose of these regulations is to establish rules regarding human immunodeficiency virus test results and records and the confidential manner in which they must be treated. The insurance commissioner has the authority to adopt rules that protects the confidentiality of an individual tested by an insurer.
