Michigan enacted the Nonprofit Health Care Corporation Reform Act in order to promote access to health care of “reasonable cost and quality.” To this end, the Act provides that (1) all “charitable and benevolent institutions,” as defined by the Act, are exempt from Michigan taxes; (2) the Michigan Commission of Insurance will regulate nonprofit health care corporations; and (3) an alternative dispute resolution process will be established to address administrative appeals “relative to provider class plans.”
