The law establishes a Health Information Technology Commission charged with facilitating and promoting the design, implementation, operation and maintenance of an interoperable health care information infrastructure within the state of Michigan. The Commission is made up of 13 members appointed by the governor, representing health information technology and various medical specialties and consumer interests. The Commission must address the following areas:
- Interoperability, functionality and connectivity
- Security
- Certification
- Electronic health records
- Consumer safety, privacy and quality of care
