All freestanding surgical outpatient facilities must:
- Be able to provide major and minor surgical procedures;
- Have the necessary staff and equipment to provide safe surgeries;
- Have a written agreement with a nearby hospital in the event a patient needs emergency care following surgery; and
- Maintain clinical records for each patient, including patient history, physical examination, observations made, tests performed, and treatment provided.
