Rhode Island will utilize a managed care system to deliver and finance medical assistance through the RIte Start and RIte Track programs. Rhode Island envisions this system as “integrat[ing] an efficient financing mechanism with quality service delivery, provid[ing] a "medical home" to assure appropriate care and deter[ing] unnecessary and inappropriate care, and plac[ing] emphasis on preventive and primary health care.” The department of human services will develop the managed care system by considering models “recognized by the health care financing administration” and may seek any necessary waivers from the U.S. department of health and human services.
