Confidential record of treatment; rights of patient
Provides for confidentiality of substance abuse treatment records with no exception. The same provision also guarantees the patient certain rights, such as the right to consult privately with an attorney and to receive visitors. A separate provision allows the secretary to request a statistical report provided that patient anonymity is guaranteed.
