Requires licensed medical professionals to release patient records upon receiving a valid authorization from that patient or their representative. Permits medical professionals to withhold records from a patient if they believe the release would harm that patient; such records should instead be given to another medical professional as designated by the patient. Permits professionals to impose a reasonable fee for producing records. Classifies violations of this provision as grounds for professional discipline.
