This law charges the state department of health with the responsibility of defining “birth problems” and establishing birth problems reporting requirements for hospitals, physicians, local health departments, home deliveries, etc. The law provides a list of factors that the state health department is to take into consideration while doing this:
- Extent to which the condition can be measured/identified
- Extent to which there exists a method of intervention for the condition
- Significance of burden of the condition on the life of the individual
- Any other factors that the state department of health might consider important
