Requires providers of adult developmental disability services to implement a corrective action plan within 45 days of the Department of Health and Welfare notifying them of problems identified during a Department quality review or audit. Authorizes the Department to take enforcement action against providers that fail to comply with their corrective action plan. Permits the Department to gather quality improvement data. Requires persons conducting quality assurance reviews to report suspected fraud, abuse, or substandard care to the Department or other appropriate federal or law enforcement agencies.
