Requires Medicaid providers to obtain a review from a quality improvement organization (QIO) before to providing outpatient hospital services to Medicaid participants. Requires the Department of Health and Welfare to reduce the payment of providers that do not obtain a timely review. Requires hospitals to have a process for referring patients to Healthy Connections Providers.
