Providers at facilities that treat intravenous drug users must offer HIV testing in accordance with chapter 23-6.3 and federal confidentiality laws. The department of health must offer anonymous and confidential HIV testing, counseling, and referral. The department must offer such services to indigent persons for free and utilize a sliding scale for all other persons.
