Health care cost and quality review program -- penalty.
Requires the Department of Health to establish a program to review the quality of care in North Dakota. Authorizes the Department to establish this program via contract. Requires the Department to establish a provider advisory committee in order to solicit feedback on cost-effective ways to collect and evaluate quality information. Permits the state health officer to impose a $100 per day penalty on providers that fail to submit requested information, but limits the total penalty per request to $1,000. Requires the Department to maintain the confidentiality of patient information obtained by the quality review program.
