General provisions
Prohibits individuals from physically accessing original vital records, but permits individuals to submit a request for information within such records to the state registrar. Clarifies that the registrar may not disclose information from the “confidential information for medical and health use only” portion of the vital records. Provides an exception for disclosures pursuant to court orders or for statistical research. Requires the state registrar to establish conditions for data use when releasing data for research purposes and requires researchers to agree to these conditions.
