“Mental health residential treatment facilities under the Department of Department of Children and Family Services regulations”

Mental health residential treatment facilities’ staff must provide to a resident’s case manager a copy of the resident’s individual treatment plan, report to the case manager the resident’s progress, attend case management conferences as needed, inform the case manager of any changes in the resident’s status or condition, and provide the case manager a discharge, termination, or transfer summary as appropriate. 

Mental health residential treatment facilities’ staff must develop treatment plans with the resident.

A discharge, termination or transfer summary must be included in the resident’s record.

Mental health residential treatment facilities must report to the appropriate district administrator and guardian if a resident was abducted, abused, assaulted, was involved in an accident, had an illness requiring hospitalization, sexually abused, committed suicide, or died.

Mental health residential treatment facilities must inform residents of their rights, including their right to legal counsel and all other requirements of due process. The facilites must post abuse and neglect phone numbers and the District Human Rights Advocacy Committee’s phone numbers in a public area. The facilities must have written policies concerning resident grievance procedures.

Mental health residential treatment facilities must maintain records for each resident in a confidential manner. Records must be stored in a locked room or container and be safeguarded against loss, defacement, tampering, or used by unauthorized people.

Mental health residential treatment facilities must establish a quality assurance program to conduct annual reviews of services provided to residents.
