The Insurance Department is authorized to require any health insurer providing coverage to Medicaid recipients to provide eligibility and coverage information that will enable the department to determine during what period Medicaid recipients may be covered by the health insurer and the nature of coverage that is provided. The “Plan Eligibility Data Elements” include Medicaid recipients’ contact information, policy number, group identification number, types of covered services, effective dates of coverage, and termination date for each client. The data may be transmitted to the department electronically. The department must ensure that individually identifiable health information is kept private and confidential in accordance to the Health Insurance Accountability Act of 1996.
