Data collection and information sharing for the health care database - R.I. Gen. Laws Ann. § 23-17.17-11

Insurers must electronically report to the director of the department of health (1) health insurance claims; (2) cross-matched claims data; (3) information necessary to determine third-party benefit liability; and (4) If collected, Health employer data and information set (HEDIS) data.
The director of the department of health, in collaboration with the insurance commissioner, must establish a “comprehensive health care information system” that will provide the insurance commissioner and other Rhode Island agencies with collected information.
Information collected and maintained on the database is subject to HIPAA.
Insurers, health care providers, state agencies, and other interested parties may access system data in order to “review health care utilization, expenditures and performance in Rhode Island…”
