The department of behavioral healthcare, developmental disabilities and hospitals1 must create “a comprehensive and coordinated program for the treatment of alcoholics and intoxicated persons.” The program must include emergency treatment, inpatient treatment, intermediate treatment, outpatient treatment, and follow up treatment.
