The state of California has established regulations governing health service plan participation within the health benefit exchanges enacted under the Affordable Care Act. California’s law requires that plans offer at least one product at each of five levels of coverage. The statute also sets forth requirements for health service plans that both participate in the Exchange as well as sell products outside of the Exchange.
