“When authorization required for disclosure of nonpublic personal health information under the Department of Banking, Insurance, Securities, and Health Care Administrative regulations”
An insurer must not disclose personal health information about an enrollee without an authorization to disclose except to perform an insurance function, as permitted by law, or pursuant to a court order.
