The Delaware uniform claims and billing data set must be completed for all hospital inpatient discharges and be submitted by the hospitals to the state agency (defined as the Division of Public Health). The claims and billing data set will be submitted through a form either through paper or electronic or other forms as the state agency allows.
The uniform claims and billing data must be completed for all nursing home inpatient discharges and be submitted to the state agency. Nursing homes may submit the data in a medium and format agreed to by the state agency and the Association of Health Care Facilities.
The state agency must ensure that the data submitted by hospitals and nursing homes are reliable and accurate. The data may reflect factors such as the number of patients, severity at admission, patient age, actual versus expected number of deaths, average length of stay, and case mix. The report must also include information to show the operations of the hospital or nursing home, such as whether physician charges are included in the hospital charges, whether the hospital maintains medical education programs, and the hospital’s payer mix.
The state agency will set forth the schedule for timely submission of data and information. The state agency may also grant waivers as necessary, if good cause is shown.
