Participation in the Delaware Health Information Network (DHIN) is voluntary. A health care provider may commence participation in the DHIN by filing an application for participation agreement with the DHIN’s executive director. A health care provider may withdraw from the DHIN by filing a notice of withdrawal with the executive director and executive committee. The DHIN may involuntarily terminate a health care provider’s participation due to security or privacy breaches or failure or refusal to perform obligations of participation.
