The state of Oregon has established the Oregon Health Insurance Exchange Corporation as a public corporation performing government functions. The Exchange must exercise all powers conferred to it or implied by law. Nothing in the law will affect the regulatory responsibility of the Department of Consumer and Business Services under the Insurance Code. The purpose of the Exchange is to:
- Improve the health of Oregon residents, increase the quality of care and containing the cost of health insurance;
- Administer a health insurance exchange that allows individuals and employers to get health care coverage;
- Provide information to consumers to allow them to make informed decisions about their health care coverage;
- Improve health care quality and public health and reduce racial and ethnic disparities;
- Encourage the development of innovative products that involve new payment models or delivery systems.
