State health benefits exchange
Illinois has established a health insurance exchange, called the Illinois Health Benefit Exchange to help individuals and small employers shop, purchase and enroll in qualified health plans. However, it should be noted that Illinois is pursuing a partnership exchange with the federal government, as shown by the October 16, 2012 letter from Governor Quinn to HHS. Illinois will work in partnership with the federal government on the Exchange but will retain plan management and consumer assistance functions. The letter also notes the state’s intention to run a state-based Exchange starting in 2015.
