This issue brief examines the efforts by 13 states and the District of Columbia to establish a health insurance exchange as part of the Patient Protection and Affordable Care Act, as of May, 2012. The legal actions taken to create the insurance exchanges have been in the form of legislation or executive order, and vary in substance. However, the states have in common a flexible approach to how they will operate and the standards they will apply to the products sold in the exchanges. An interactive map tool has also been created to review the status of state action on state health insurance exchanges.
