HHS's Office of the National Coordinator for Health Information Technology (ONC) has released online tools to allow health care providers and Health Information Exchange (HIE) organizations to educate patients on the electronic sharing of patient information. Patient consent decisions are critical to Electronic HIE. Consent decisions concern the sharing and accessing of the patient’s health information through an HIE for treatment, payment, and health care operations purposes. ONC has developed a toolkit to enable "meaningful consent" by patients.
