The Office of the National Coordinator for Health Information Technology (ONC) released its final report from the Behavioral Health Data Exchange Consortium pilot project. The purpose of the project was to overcome technical and legal barriers to to the exchange of behavioral health data between health care providers, among organizations, and across state lines. 7 states, including Florida, Michigan, Kentucky, Alabama, New Mexico, Nebraska and Iowa participated in the pilot project. The participating states used Direct to exchange the data. Challenges encountered through the project included delays in state implementation of Direct, concerns over provider knowledge of disclosure and redisclosure requirements, and financial issues concerning Direct systems.
