Ethical Standards for Alcohol & Drug Abuse Counselors
Vermont does not provide statutory protection for substance abuse treatment records, though one provision in a regulation addressing licensing requirements for alcohol and drug abuse counselors appears to govern the confidentiality of substance abuse treatment records.
Substance abuse treatment information is confidential and privileged to the patient, and may only be disclosed pursuant to Part 2. The professional must provide the client with a written notice of his/her right to confidentiality. The professional may only use confidential information in accordance with the client’s best interest, and may not use the information in a clinical or teaching manner if it includes patient identifying information.
